Afghanistan Transit Procedure for Relief & Diplomatic Goods
Afghanistan Transit for Relief Goods is allowed by both Road & Rail Movement through NLC Bonded Carriage by Road & Pakistan Railways by Rail.
Prior preparation of shipping documents, following points have to be considered & should be incorporated in all shipping documents for Afghan Transit Procedure for Relief Goods & Diplomatic Cargoes for Embassy’s and Afghan Ministries.
• All Packages and Documents must be marked
“Goods in transit to Afghanistan via Karachi, Pakistan”
• B/L must show complete Nam &Address of Afghan consignee.
• Notify Party Name & Address (TBA at later stage upon confirmation of business)
• Transit Permission Undertaking from Local Corporate Office/Embassy/Consulate for
Diplomatic Goods.
• Tax Exemption Certificate Required from “Ministry of Finance” Kabul, Afghanistan for
all Relief & Diplomatic goods to be arranged by Consignee.
• Amendments not allowed by Pakistan Customs. Hence, Karachi ship agent must file
all correct particulars vide Afghan Transit Manifest.
Our scope of services and procedure’s viz. Delivery Order Collection, Documentation for Transit,
Customs Goods Declaration (G/D) for Afghan Transit Cargo, Assessment of GD under Route Permit & Undertaking (ministries/embassies/diplomats) i.e.
Transit Custom Clearance after arrival of consignment at Karachi Sea Port, Provision of complete documents prior arrival of Vessel and Port Dues in time so that
customs’ clearance can be completed in time.

After necessary Custom Transit Formalities at Pak-Afghan Border’s Goods will be physically Checked incase Containers not sealed otherwise seals will be verified at
Afghanistan Custom Check Post’s and it will be Transported to Destination Customs in Afghanistan and after producing custom documents verified by the border delivery
will be arranged at Consignee’s Door.Pakistan Customs Check Post at Torkham is normally operates from 0800Hrs. to 1600Hrs., but if need be the timing can be extend
till 1630Hrs. Pak-Afghan border on normal working days/under normal circumstances remains open for cargo movement up to 1700Hrs.

Custom Check Post in Afghanistan is based at Torkham for destination to Kabul and another Custom Check Post at Spin Boldak for destination at Kandhar.
On reaching Kabul, the truck/trailer drivers immediately report at Kabul Custom House. Kabul Custom House is located on the main road leading towards Kabul City
and is about four/five miles before reaching the city of Kabul.
At Kabul Custom House, the cargo is finally inspected by Kabul Customs in light of the shipping documents and the Tax Exemption issued by respective Ministry of
Finance and Transit Documents called “ILMOKHABAR” issued by the Afghan Customs at Torkham. If everything is found in order the cargo is allowed to be moved out
from Kabul Custom House for onward delivery at the consignee’s yard within the city limits of Kabul.

Afghanistan Transit Trade (ATT) & Goods In Transit to Afghanistan (GITA) Procedure for Commercial Goods
Afghanistan Transit Trade for Commercial Cargo is allowed by both by Rail through Pakistan Railways and by Road by National Logistics Cell (NLC).
Prior preparation of Shipping documents following points have to be considered & should be inserted in all the shipping documents for Afghan Transit Trade (ATT) & Goods in Transit to Afghanistan (GITA) Procedure for Commercial Import.
• All Packages and Documents must be marked goods GOODS IN TRANSIT TO AFGHANISTAN VIA KARACHI / PAKISTAN.
• B/L must show name / address of Afghan consignee.
• In notify party name / address of Afghan Party in Pakistan can be shown.
• “Jawaznama (Afghan Valid Import License)” Required from Consignee issued by Govt. of Afghanistan.
• Amendments not allowed by Pakistan Customs. Therefore, Karachi ship agent must file all correct particulars in Afghan Transit Manifest.

Scope of services and procedure’s in transportation i.e. after transit custom clearance demand of Railway Boggies & Trucks will be sent to Pakistan Railways
Station Master or to NLC for arrangement of Boggies & Trucks / on-carriage from Karachi Port Trust up to Peshawar/Quetta Railway Station’s by Rail/Road movement.
Thereafter the Delivery of Goods (Container’s & Break Bulk) up to Pak-Afghan Border’s through Trucks/Trailers.

After necessary Custom formalities at Pak-Afghan Border’s, cargo will be checked at Afghanistan Custom Check Post’s and necessary formalities and payment of dues
it will be Transported by both Pakistani & Afghani Trucks to Destination at Afghanistan and delivery will be arranged at Consignee’s Door.
